A.  Our Client
The New York State Office for People with Developmental Disabilities (OPWDD) is responsible for coordinating services for more than 128, 000 New Yorkers with developmental disabilities, including intellectual disabilities, cerebral palsy, Down syndrome, autism spectrum disorders, and other  neurological impairments. It provides services directly and through a network of approximately 750 nonprofit service providing agencies, with about 80 percent of services provided by the private nonprofits and 20 percent provided by state-run services.
B.  Our Program
Our client is contracted with OPWDD to complete CAS Assessments for people receiving services with OPWDD. CAS is an acronym for Coordinated Assessment System; the CAS tool is a conversation that gathers information about the person' s strengths, needs and interests. Individuals being assessed are over age 18 and Medicaid and programmatically eligible for OPWDD services. CAS Assessors complete 3 weeks of training developed by OPWDD and delivered by our human services trainers on how to complete the assessments. They are taught specific interview techniques that embody the art of conversational style interviewing in order to complete assessments in a person-centered manner.
C.  Position Description
CAS Assessor positions are full-time positions that require scheduling flexibility and weekend work (availability for 1-2 weekends per month is expected / required).  These are not traditional 9-5 weekday positions.
Assessments can take place on any day of the week.  Weekends are not excluded.  When an assessment is scheduled, the Assessor travels to the individual' s home or other agreed-upon location in the community, conducts the assessment and then must complete and finalize the assessment within 3 calendar days.  Even if an assessment did not take place on a Saturday or Sunday, weekend work can be required in order to complete assessments by deadline.  Management frequently works with Assessors over the weekend to provide input in order to meet deadlines.
Candidates should understand that travel is a required part of this job.  Those on-boarded for NYC will be expected to cover appointments throughout the 5 boroughs.  Those on-boarded for Long Island will be expected to cover appointments throughout Long Island (both Nassau and Suffolk).  Those on-boarded for upstate will have specific geographic coverage expectations, discussed during the recruitment and interview stage.  If you have questions about this, ask your agency now.
Assessors often have questions about travel reimbursement.  All interested candidates are encouraged to discuss travel reimbursement in detail with their agency prior to accepting an assignment.
Assessors work through a staffing agency and should contact their agency for any benefit-related questions.  Temp-to-perm opportunities may be available; inquire with the staffing agency.
D.  General Requirements for Assessor Candidates
  • All CAS Assessors must meet position requirements (education and experience).  Degrees are non-transferable.  If you don' t have the required degree to be an Assessor, inquire about other great opportunities with the project.
  • CAS Assessors must have a minimum of one (1) year post-educational experience working directly with individuals with intellectual and/or developmental disabilities in a setting that primarily serves the developmentally disabled,
  • A completed Bachelor' s degree in one of the 30 following disciplines is required (work experience cannot replace the degree requirement).  A copy of each candidate' s diploma / proof of completion is required.

E.  CAS Assessor Job Description
  Required Education Bachelor' s degree in a human services field *see list above Preferred Education Master' s degree in a human services field
    Required Experience Minimum of one (1) year post-educational experience working directly with individuals with intellectual and/or developmental disabilities. *preferably with adults Preferred Experience Minimum of one year conducting assessments with individuals with intellectual and/or developmental disabilities; Experience in adapting interviewing skills to elicit information from individuals with intellectual and/or developmental disabilities, their families, caregivers and staff, and various clinicians. Required Skills Strong analytical skills; detail and solution oriented; ability to work independently; excellent written and oral communication and presentation skills; and ability to use spreadsheet or database software; Proficient computer skills including, but not limited to, the ability use the following on a daily basis: Web-based applications, Email, Microsoft Word.  Must possess a valid NYS Driver' s License or NYS ID card.   Bilingual English/Spanish may be required for some positions / regions        
Job Responsibilities
  1. Schedule and coordinate the assessment process with individuals, families and providers in the home and/or community. 
  2. Must be willing to travel throughout the assigned region.
  3. Must be willing to accommodate varying schedules and hours; flexible on weekends.
  4. Contact the individual and/or family/caregiver to schedule the appointment at a time and location most convenient to that person.  This will include nights and weekends at the person' s request.
  5. Work with Operations Support to arrange formal interpreter services as needed
  6. Identify if the individual is capable of participating in an interview (full or partial) and if there is a need for an observation.  More than one visit may be required.
  7. Conduct the interview/observation in person.  Assessment cannot be complete without the person being interviewed or observed.
  8. Utilize a person-centered interview process (e.G. Conversational style that starts with the person).
  9. Interview a knowledgeable person(s) as defined by protocol; someone who has known the person for at least 3 months, sees the person on a weekly basis and has seen the person within the assessment time frames (e.G. Within the last 3 days). 
  10. Identify and interview additional knowledgeable person(s) to verify information as needed.
  11. Review records available as needed for coding. 
  12. Code the assessment accurately based on training.
  13. Utilize multiple sources (e.G. The individual, knowledgeable person, records review) to confirm and verify coding as needed.
  14. Use records review to code specific items (e.G. Verification of physical)
  15. Complete all assessments utilizing the provided software.
  16. Ensure coding is within the prescribed timeframes of the assessments.
  17. Ensure completeness and accuracy of the assessment.
  18. Maintain set productivity standards
  19. Meet or exceed established monthly productivity standard.
All assessments must meet quality standards (e.G. Assessment fully completed, individual participated in the assessment, timer frames of assessment maintained, etc.) in order to be included in expected productivity count
